The word "Integrated" was included in the company name to emphasize the full life cycle coverage; too often decisions are made to optimize a part of the development and test life cycle when in fact this is really a sub-optimization of one activity that increases total cost over the full life cycle.
IPS is not locked into one development model as our experience covers the spectrum of projects from small, quick turn-around projects to large complex multi-year programs.

Edward F. Weller (Ed)Ed has over 35 years of experience in hardware, test, software, systems, and software process engineering. His primary focus for the last 15 years has been with software process and metrics. Prior to his software process engineering focus, he was the Bull Information Systems (formerly Honeywell Information Systems) Systems Engineering Technical Fellow.
Prior to founding IPS, Ed was a consultant with Software Technology Transition from 1995 to 2006, His experience includes working with Fortune 100 companies, large international companies, and smaller organizations needing to improve their software and systems development capabilities.
He is an SEI -certified High Maturity Lead Appraiser for SCAMPI V1.2 and instructor for the Introduction to the CMMI, and has conducted appraisals across all levels in the CMMI. Ed was a certified Lead Assessor in the SEI CMM-Based Appraisal for Internal Process Improvement (CBA-IPI) and instructor of the "Introduction to the CMM". He has been a Lead Assessor/Appraiser since 1994 and has participated in numerous assessments and software supplier process evaluations based on the SEI appraisal models since 1992.
Ed was a co-founder and first co-chair of the Software Inspection and Review Organization, a special interest group promoting the use of the inspection process. He was a member of the SEI Software Measurements Steering Committee and the DoD Software Best Practices Initiative Steering Committee. He was also a member of the Embry Riddle Aeronautical University Industry Advisory Board, and was the Program Chair of the 7th International Conference on the Applications of Software Measurement (1996). Ed was also program chair for ASM 99, 2000, 2001 and 2002
His September 1993 IEEE Software article was awarded best article of the year honors by the IEEE Software Editorial Board, and his presentation "Using Metrics to Manage Software Projects" was selected as the best presentation at the 1994 Applications of Software Measurement Conference. An article by the same title was published in the 1994 IEEE Computer. He has three publications on applications of statistical process control: "Practical Applications of Statistical Process Control" in the 2000 IEEE Software, "Applying Quantitative Methods to Software Maintenance" in the Software Quality Professional, and "Applying Statistical Process Control to Software", Chapter 40 of IT Measurement: Practical Advice from the Experts, Addison-Wesley. He was the author of the Software Metrics column in the Software QA Quarterly (now Better Software) and has presented seminars at several major software companies on the inspection process. Ed has nearly 40 presentations and tutorials at conferences to his credit.
Ed received his BSE in Electrical Engineering from the University of Michigan, and MSEE from the Florida Institute of Technology. Ed is a Senior Member of the IEEE.
